Online Advertising Inquiry

Hi,

I am from an interactive agency in the philippines.

I would like to know if there are ways to check the effectivity of
advertising on websites and blogs. how can it be measured? what kind of
impression level or click level before a campaign can be considered a
successful one.

I am just starting to learn everything on this idea so any information would
be greatly appricieated! hope anyone can help me.
