Online funds transfers

OK here's a tricky one-

One of my entrepreneur friends wanted an advice:

He is setting up a site where he intends to 'PAY' people on the activities
they generate on the site. And he intends to do it via web transfer- as in
using a service like 2co, paypal, google checkout, etc etc

However, the problem is that these services charge an amount of sale-
whereas he is not making a 'sale' technically speaking. And paying say 2% of
total money transferred. It can add up to a huge amount as members grow.

SO is there a way out for this? Of course he wants convenient transfer
solutions- not using cheques/wire transfers- as even they cost additional
money.

I understand no service might actually allow this for free...but just
throwing in for some ideation.
