I agree with Brad that Google is probably pretty on top of the
fraudulent click situation. I have certainly not had the problems with
Google and Yahoo that I have experienced with smaller pay per click
programs.

One PPC program, which shall remain nameless to protect the guilty, had
a terrible problem with international click fraud. I wonder if there
might be countries with such low incomes that if you had several ad
carrying sites, you could afford to pay people to manually click on ads
all day long. We tracked one series of clicks from the same IP that
started out twice a day on our ads and became more and more frequent as
we let it go until there was one click from that IP every couple of hours.

Like spam, if people can make money by cheating, they can be very
creative in finding a way.
