Ad Network Software?

Hi All,
        I'll be starting a targeted advertising network shortly and I'm
looking for ad serving software that can be used in an ad network. Does
anyone here have suggestions or can point me to a place to look?
Requirements include:
1. Ability to summarize data by publisher for payment purposes (with
different campaigns with different CPMs, etc. - like Burst Media, etc).
2. Ability of publishers to block certain ads / advertisers from appearing
on their site (competitors, etc.).
3. Ability of advertisers to automatically purchase ads through the system.
4. Full set of targeting features (including geo-targeting).
5. Relatively inexpensive, preferably a local solution (so no ongoing
hosted fees), and simple to get up and running with. I'm not opposed to a
hosted solution, but they're generally prohibitively expensive... Yeah,
this is the hard part... Thanks in advance for your thoughts and
