In addition to Dejan's excellent advice you may want to check out
Max Media Manager (MMM) - http://sourceforge.net/projects/max/

As I understand it, MMM is a fork of phpAdsNew (PAN). Advantages to
MMM is much better load scaling and advanced conversion tracking.
This is probably only important for large sites. You can find a
good comparison between the two open source ad servers here:
