Targeted Advertising Network

Can anyone on the list recommend an advertising network that allows us to
select the ads? We are trying to build a new system and we need a network
where we can give them a set of parameters and they will give us a set of
ads that fits the parameters. We are using tags, so parameters would be
things like: "mother" "infant" "6m - 9m" "formula", etc.

We are trying to avoid the need to go out and get each advertiser
individually because we have a very wide range of interests on the site.
