Ad network software recommendation

Hello,

I am starting a niche ad network and I'm looking for recommendations for an
ad server designed to manage at least 100 sites (the network will probably
include several hundred independently owned sites). We are currently looking
into Ad Juggler, Ad Conductor, Accipiter. Ad Conductor seems like a great
platform but it is much too pricey for me now.

Any advice would help.
