I have two recommendations on the Ad network software recommendation.

1. Right Media's Network Media Exchange (NMX)

(Disclosure: I work for Right Media, but not in this product area)
This is an ad serving product built for managing an ad network.
However, the real power of it comes from the fact that it ties into the
Right Media Exchange which is a shared platform for buying and selling
ad inventory. By using the NMX product, you can easily and immediately
create relationships with publishers, advertisers, and other ad networks
to get instant access to buyers and sellers of ad inventory for your
network.

2. Adify
http://www.adify.com/
Adify doesn't provide an exchange of buyers and sellers, but they have
some nice tools for allowing you to aggregate sites and get back office
tools to run your network and do ad serving. It's definitely a
differnet model from Right Media's Network Media Exchange, so it's
likely that one or the other would be a better fit for you.
