I doubt seriously that what you suggest could be done with any degree of
integrity. There is no reliable way to develop an exact number or growth
rate. In fact, just try getting 5 people to agree on what "using the web"
means. Who are you counting? If we decide the definition, we can estimate
a confidence interval on the numbers and the growth rate, but few people
really understand these methods. Using such a gimmick to aid web ad sales
might work, as you say, but it is one of those things that gives marketing
a bad name. There is a point where over-simplification becomes dishonesty.
