I don't know if anyone's actually done a formal survey, but the
consensus among web page developers seems to be increasingly
anti-frame unless there is an unconventional use for them.

For a more down to earth conclusion, note that Netscape had
a really elaborate frame set on their web site for about a month,
and then they took it off. The default for Netscape now is not
to use frames.

I suspect this is due to their customer's irritation at the use of
frames. The new borderless frames are quite a bit less obnoxious
than the old ones were, but I'd still avoid them unless I had a
unique application for them.

For an idea of what a unique application might be, check this out:
http://cgi.amazing.com/cgi-bin/price-form . Click on one of the
"sample" links, and you'll see a description in the top frame and
the site on the bottom. That's a use of frames I think most people
who've seen it have found appealing. But for simple menus and
navigations, most people don't seem to like them much.
