I agree that frames are annoying unless they make the site
more functional, more easily navigable. Like with a portfolio or
gallery where you put thumbnails or samples in a small frame
and then the user can view the different items in the display
frame without having to hit back.

As for browser that use them...

All betas and now the official IExplorer 3.0 view frames fine.
Also, surprisingly, so does the latest version of the AOL browser
which will hopefully be obsolete soon anyway when those users
start using the alternatives now available to them.
