One of the features of our Sherlock_at_ site that gets the most raves is
the use of frames in one of our search tips sections:

We've also used frames with other similar pages to allow users to
follow information about search resources in the body of the article
while linking to the referenced sites in a smaller frame at the
bottom of the page. This keeps them focused on the contenet of the
article without losing them when they check out the links.

I haven't been able to justify suing frames for anything else, even
navigation. I think a well designed site should lead the visitor
through without getting them lost and that frame navigation aids are
mostly a last resort.
