Boston Globe refuses URL ad

Since the NYT owns the Boston Globe, I am curious to know if the Times
enforces a similarly discriminatory pricing policy as the Globe seems to
be following in its classified sections? This appears to be a major
league anti-trust issue; but the newspaper industry cannot afford to have
it seen that way, one might imagine.
