I assume you're referring to the 'HTTP-EQUIV="Refresh"' application of
the META tag, but to avoid confusion for others I want to point out that
there are other applications - most notably it's used by some major
search engines (e.g. Alta Vista and Infoseek Guide) to allow extra
specification of description and keywords - which most people would
probably characterise as 'good' (or they might not..). Several articles
