An additional possibility, in combination with the above, is to make
information available for people who are planning visits to the area.
Possibly also work out an arrangement with hotels to provide internet
connections (maybe a few computers in the lobby?) to let visitors find out
what products and services are available.

On the Eugene Freenet (which I use) business accounts are just $15 per
month. This includes a small amount of disk space that can be used for a
web site, and you can get more at $1/meg/month. You pay more if you want
special things, but this would be enough to get started and test the
waters. They also provide help and advice for people who want to learn to
design their own pages, or help them find someone to do it for them. So
it's an inexpensive and easy way to try out online marketing.
