Yet in some ways they're very much the same, since both billboards and
headlines (of any sort) are attempting to grab attention. You just say
different thing depending on your goals.

Actually, an outdoor store sign might be a better analogy for a web banner,
since what you're trying to do is get people to stop and come in to your
web store.
