Search Engine placement

With so much of a site's success riding on easy "findability" in search
engines, and rather frequent changes in "most popular engine" and how the
different engines actually index sites, does anyone know of any blanket
techniques that help sites get higher priority in the key search engines?

I am now using a commented summary and meta keywords in the head and repeated
hidden text <ugh>. Any other ideas?

I looked into banner advertising on some of the search engines as well as on
some related sites, but for many of my clients (including some pretty darn
large ones) cost was prohibitive.

Input appreciated!
