how to persuade advertisers?

Hi,

i'm new to this list so maybe my question is already addressed in early
issues.

The questions i want to pose are:

1: How can one persuade possible advertisers to really do so?
and
2: How can one persuade people in yor own organisation to put effort in
getting companies to advertise on your website?

The point is that since 12 months we maintain a website. 'We' are a major
newspaper in the Netherlands, NRC Handelsblad (http://www.nrc.nl/).
Although we have put some effort in getting advertisers on our site, this
doesn't work as well as we thought it would. Problem is that most
companies consider advertising on the internet at our site as a good
possibility, but do not make the necessary moves, even though our rates
are modest and the possibilities are many.
Partly this is because of a lack of knowledge on the advertisers side,
partly because of a lack of knowledge how to sell advertisements on our side.
What is a good strategy to present and persuade advertisers?

Secondly, in our organisation there is some disagreement on the issue of
getting advertisers on the net. What could be a more than vague
argumentation to discuus this matter?
