I have two different banner ads that I use. One consistently gets 10:1 click rate (that is for every 10 views, one person clicks it) and the other gets a 15:1. These would equate to 10% and 6.7% with your notation. The most important thing is that the banner is appealing enough to get the person to click it. And then deliver what you promise.
