Perhaps the key to solving this problem lies in approaching companies
with Web-access that benefits THEIR OWN Marketing Strategy, then, as a
component of that purpose, includes Web accessibility for their
employees. To wit: Intranets with Web access. Having the opportunity
in one fell swoop to connect people in an office (common network/LAN
software, like Lotus Notes, has intranet+Web access capability) with a
marketing-oriented website may suit companies interested in building
Marketing oriented sites, or just sites for public viewing of corporate
information. In addition, if companies want (for "teambuilding" and/or
"spirit" purposes) to tout their own employees, having employee profiles,
visible by other employees, may also persuade corporate execs. to go for
Web access for all.

If you're right, on the other hand, it may not be a huge inhibitor of web
growth for commercial purposes, unless people are dying to look for data
on the latest Ford truck on the web at work, rather than glancing at a
consumer reports issue.
