Just bare free access....? Probably thousands of county libraries across
the country offer basic access...but most do not offer accounts to
individuals, since this would compete with private firms. Non-profit
organizations do offer "free-nets" with accounts time-limited, but free of
charge. However the freenets do not usually have public terminals. Which
is it your town wants to implement? I wrote an informal plan for
Mississippi 16 months ago to implement a statewide freenet through the
public county libraries, with costs shared between state and local
authorities, and college students servicing and installing the system, and
being repaid with scholarships at the state schools. I understand the
legislature did not understand the either premise nor the need. Oh la...

The machines are about your last worry. The big issue is personnel to
maintain the system, where do they come from, and how much are they paid,
and how much labor makes sense for the mission envisioned....what is the
exact mission envisioned?

So the city is going to sell advertising in competition with other private
interests?? Really? Sounds like a playground for litigation to me....
