Most of the libraries in the Columbus, Ohio area have computers that are
linked to the Web, and they are provided free of charge. I know there are
other cities whose library systems are gearing up or are already providing
Internet access to patrons.

Placing terminals in libraries makes sense to me, at least in Columbus
which has a very extensive library system. They are accessible to the
public, the building is always staffed when open (which helps address the
security/theft/vandalism problem), and there's no charge for admittance. I
don't know if it would work in your city.
