Notwithstanding the comments below, there is a database that
will allow you to determine what provider the visitor is using *and*
their location. If you recall what was said below, that is not exact.
Software to use the database is also available or I guess you can
grow your own. Visit Imperative! at http://www.imperative.com/ .
