One way is to find other web businesses with the same geographic focus.

One place to look is Yahoo:
http://www.yahoo.com/text/Regional/U_S__States/Washington__D_C_/

A new place to look is Identify, which is the only search engine that
understands geography. Identify (http://www.identify.com) knows the
difference between a business in Washington state and Washington DC because
it gives every site owner the ability to *tell* it so. See the intro to
