I vote for a). Rather than looking at the downside of not cashing in (on the
enormous sum of $0.05 per reader) for new readers added during the course of
a multiweek campaign, why don't you instead offer those extra readers, at no
extra cost, to prospective advertisers as an incentive if they will simply:

a) Send a check, NOW!!!

b) Send a check for a multi-week campaign, NOW!!!

Of course, you do want to set a limit on how long you will commit to deliver
your X current readers at the current price (60 - 90 days?) because sooner
or later you will want to ask for more money based on X+ readers at that
time. However, your 1st option above, a fixed price for a growing number
(read free) of readers, is simpler and of obvious value to advertisers --
give 'em MORE than they asked for, if they'll send the check, NOW!!!
