Go to the "whois" lookup portion of the registration services at the
internic site (http://rs.internic.net) and either lookup the domain name
(whatever.com or whatever.org) or the first 2 or 3 numbers in the ip number
of the user (looking up 205.138.108 gives you the Casper Star Tribune, for
example). However, if a user is signed up with AT&T or MCI or some other
nationwide carrier, it becomes more difficult to establish where they are
geographically located.
