I agree with the post about how Shockwave will soon pave the way for
animated on-line advertising, but for the time being, I generally endorse
animated GIF89 banners...as long as the animation times out. I don't
believe in an ongoing moving image. This is annoying and distracting to
the surfer, and makes it next to impossible to drag your mouse over a link
and see where it goes without clicking on it (because at the bottom right
of your screen, the image status is shown as constantly refreshing).

CNET does an excellent job with their own GIF89 ad banners.

Also, in my experience with the AOL browser, it does not support GIF89s,
but will bring up the *last* frame in the animation, instead of the first,
as someone else on the list said before.
