I may have more detailed comments later, but my first (quick) impression is
that it looks like a good plan -- at the least, a good start in the right
direction. For big publishers, anyway.

Well, not all internet publishers are big enough to do something as
comprehensive as what you're planning. And just because some of us are
small doesn't mean our information is worthless or that we shouldn't try
and sell advertising.

It's like any other media -- the models followed by the big players are
probably not going to be exactly the same ones followed by the small
players. (I'm thinking in particular of how advertising works in small
print magazines -- "small print" web sites may be similiar.)
