This is still one domain writing the cookie and reading the cookie. My
understanding is that only DoubleClick interacts with teh cookie, the
affliliate site only reserves the space for the ad. DoubleClick may then
share data with the affiliate but not in real time.

So, the original statement is true, cookies are not sharealbe and nor
universal.
