There's a big advantage to the publisher in accepting a portion of
advertising paid for on a per Click rate - flexibility. The banner
may be placed where the publisher likes, not always above the fold as
for CPM banners; or in a rotating set of banners; or when there's a
gap between CPM campaigns; or on pages he thinks are appropriate
(we've placed business to business banners on games pages - amazing
results).

The evolving heuristic for Web advertising is "Horses for Courses";
and there are lots of horses and lots of courses!
