Let me look at this from my eyes -- the eyes of the browser, instead of
the eyes of the publisher or the ISP...

As a browser, I go and I visit a web site. Why do I go there? Well,
obviously, I go because the subject of the web site interests me.

Now... what happens if that web site displays generic ads that have
nothing to do with that site's topic? Well... nothing -- I don't care
that much. And I wouldn't care if my ISP slipped in some of his own ads
onto that page - it wouldn't matter.

But what happens when I visit a web page that goes out of it's way to
find advertisers who's products fit the subject of the web page? Well
then, I *might* actually have some interest in clicking through on those
ads. But if my ISP replaces the original, subject-driven ads, with his
own new ads that have nothing to do with the subject of the web site.

Well, let's just say I'd be searching for a new ISP.
