We are currently experimenting with this, however, with a twist.

TUCOWS currently has local copies of the master site located at 300
locations world wide. This literally gives us the capability (in a lot of
cases) to target right down to the city. We are currently evaluating the %
of non-local traffic to each of these sites so that we can sell accurate
numbers to our advertisers.

All of this is currently only exists within the walls of our company,
however it is not "vapor" and works quite nicely. The proof will be in the
numbers that we are currently collecting which determines how effective this
type of a buy actually is.
