Yes, this is a much better idea than putting the banner on the order form.
If I am an advertiser, I would not want to be on the order form page,
because I know that people going to that page will already have a very
specific agenda in mind, which does not include clicking on my ad.

An alternative use for the "thank you" page is to try to upsell your buyers
on additional purchases. For example, suppose you are selling tennis
racquets and someone has just bought a new racquet. You can then use your
thank you page to give them a special deal on a case of tennis balls that
they might not have otherwise considered ordering.
