There are quite a few sites which ask users to fill out a questionnaire
which includes geographic data. Some of these sites offer targeted
advertising so your campaign can include only users in your selected
demographic area.

I don't know of a list of these sites, but Mind's Eye Fiction offers this
kind of geographic targeting, down the level of zip codes. About 3% of our
registered users come from Chicago area zip codes, or about 990 users per
month.
