They are probably members of larger advertising agencies which sell ads to
many companies (Microsoft spent several million dollars last year in this
form of advertising). There are many companies that do this type of mass
selling (I don't know anything about mass-bartering besides ILE like
programs.) If you want to find information on advertising brokers I suggest
