I agree. In fact I was just noticing that while browsing one
of the online mags yesterday. It locked on the banner for
a certain amount of time before the page loaded. In my mind
it really doesn't make me want to click on that banner. It
makes me angry that my time is being wasted.
I highly doubt any companies will be successful with this
type of "forced advertising". Subtle advertising, or
Interactive banners, such as First Virtual is developing,
is how I see 1997. As the Web gets more and more congested
and pages take longer to load, I think you'll find that
consumers will appreciate a fast loading site with subtle
advertising much more than they would having it rammed down
their throats.
On a different note, there is an interesting thread going
on in my digest regarding the formation of an Internet
Merchants Association, which would provide a unified voice
and leverage regarding federal regulation of online commerce.

Q: Why should I pay $50-$70 CPM for targeted ads on Internet networks?
A: You probably shouldn't. With Adbot, bidding starts at only $5 CPM.
