If the concept is sound, and the CPM is right (with a guaranteed click-
through) I'd consider a pre-launched site. Of course I'll probably build
in a condition that I can renew at the same low rate if the site is a success.

Keep in mind many media planners are offered 50,000-100,000 impressions
FREE just to test out advertising on a site. I get one offer like this every
week. As a media planner, of course I make no money on the deal, but
for every one of my clients I'll take the freebie. And (ooo amazing) in
almost every case they end up getting a buy the next planning session.
