I read your post on ONLINE ADS, and I must say that, in my experience,
setting up either a group outside of current advertising divisions, or a
completely new company altogether, are probably your best options.

This is primarily because your new division will need skills that are more
than likely to be outside the previous training of your current staff.
Also, copywriting, graphic design, and project management all differ on the
Web from their traditional counterparts. It will be easier to hire these
new people than it is to retrain them.

A word of caution, though. Finding people with the appropriate skills is
TREMENDOUSLY difficult. There are many people who call themeselves Web
developers, Webmasters, or Web publishers, simply because they have a
little bit of knowledge in HTML. There is much more to this game then that.
Ask for portfolios (which will probably be supplied as HTML documents, GIF
images, or programming code. However, experience in media, communications
planning, and business development can also be important and should not be
overlooked.

I hope that I've been able to help. Some people might be disagree with what
I've said, but I've found that in my situation, this advice has proven true
