Before others adapt this, I must say that I *personally*
find the popping windows to be an absolute nuisance. I tend to
avoid such sites if they use it for their own content. If a service
I read regularly, such as www.news.com, should suddenly start
to use target=3D"_new" in their HREFs, I would never click one of
their ads again, unless I should happen to be in the core target
group of the advertiser (which doesn't happen all that often).

The rationale behind would, ofcourse, be to keep the user
at their site *and* generate clickthroughs on their ads.

However, a simple SHIFT + CLICK performs the same action
(in IE) - or RIGHT CLICK, OPEN IN NEW WINDOW with NS.
(Now *this* is something *I* do all the time.)

Why is it a nuisance? Personally, I don't want more clutter on
the screen. At least, my 20-something windows are there
because I opened them. Bottom line: I want total control over
my browser session. Others could experience a total machine
slowdown - not everyone uses a Pentium Pro 200 with 64 MB
RAM and a Matrox Millenium video card for their surfing;
opening another window could consume much processing
time with more conventional setups.

I hope this helps to keep other web developers away from the
additional HREF target=3D"_top" tag.
