This assumes that people with 3.0 browsers have "ask me about every cookie"
turned on. Most don't -- the default is off.

Also, on Internet Explorer 3.0 for the Macintosh, at least, you can agree
to accept cookies site (or subdomain) by site. For me, this is the ideal
compromise. I'm willing to let microsoft.com send me cookies -- I don't
want to examine each one. However, I might rather be asked about each
cookie from DoubleClick.
