Grudgingly, but realistically, that does seem to be the case.
For all the reasons Mark and others have stated clearly here.

I say 'grudgingly' because we were getting ready to unleash our partners
program with persistent cookies and are reevaluating it as we aren't eager
to get started down that road now and risk having a good number of
registered websites souring on their visitors reactions later.

Maybe somebody here can offer some alternative tracking techniques we should
explore that'll come to close to fulfilling our objectives below.

Ideally, we want to be able to offer our partners commissions on all our
products regardless of where the visitor, after clicking banner or link,
choose to travel within our 1400 pages before placing an order.
Additionally, we'd like option to be able to offer our partners commissions
that would extend beyond just that first initial visit before expiring. Both
for those non-impulse "I'll be back!" orders and repeat orders.

But, as mentioned above, I said "ideally" and know I'll likely have some
compromises to be endured. (Also, 20% of our customers ride in from AOL.)

Any suggestions or examples getting close to what we'd like to do here would
be much appreciated.
