The usual answer applies here: Depends.

I have told DoubleClick MANY times that their ads are often not served on pages
I visit quick enough. Often the rest of the content downloads, I get what
I want and leave before banner appears. This seems to occur the first time
I hit
a DoubleClick site that day. After that it varies on network load and site
server load
etc.

The normal place a site is slow is the host site of the actual webpage. Very
few hosting providers (few in number but high in market share) actually
configure their servers correctly for web hosting. Rolling out a Sparc 20
and putting Apache on it is fine for low to med load. Any more and it
falls over like a wet paper bag unless you have "tweaked" it.

When putting any item on your site that you do not have complete control
over you should test it long and hard. The number of times I see broken
counters and other
external calls that are broken, miscoded and just plain buggy is amazing.

I have no knowledge of ILE with regard to serving banners, however many
ppl on o-a are using them so perhaps someone else can comment on this.
