I have not heard this expression anywhere other than from myself. Being
originally from the retail industry, this analogy made sense for me. The
architect for a store does not just design a building but establishes the
whole look and feel of the store. The retail architect designs how the
consumer will interact with the shopping environment.

So, when people ask me if I write HTML code, I tell them I'm an Internet
Architect. And, like an architect, I can hand over the blueprints to
someone else or handle the construction myself thru subcontractors.

This also means, that if you hire a "construction company" to do your site,
you ought to have an architect come in and look over the project too.
