We are trying to make this model work in a very small "metropolitan"
area in Northern Utah. Population about 100,000. We provide lots
of local information and a decent number of local businesses and
non-profits are setting up Web sites. But we haven't been able to attract
much in the way of banner ads. Part of the problem is circulation. Our
challenge is to promote our site among subscribers of competing ISPs. One
idea has been to create a common "homepage" for all local ISPs (about 12
-- insane, huh?!) so the advertising base becomes more attractive to
advertisers. Advertising revenues would then have to be split among
participating ISPs based on click throughs from their domains.

We are doing some creative things like joint ventures with a coupon book
provider and a local weekly newspaper. But I'd welcome any feedback on
what else we can do to make local online advertising pay in a
smaller population area. Please feel free to check out our site at
