Virginia,

A giveaway such as the one you've mentioned is considered a sweepstakes.
As long as there is no dollar exchange for entry, and entry is open to
anyone it is legal. The exception is the state of Florida, which sees
ISP services as a cost of entry. In order to get around this, you must
offer an alternative method of entry (snail mail). Remember when you
put something up on the Web, anyone in the world can view it. So,
unless you're willing to invest in a lawyer that can research every
country's regulations on sweepstakes, I would recommend keeping the
sweepstakes limited to U.S. residents. I would also recommend hiring a
lawyer to write the rules and regulations. Once you have a copy, you
can continue to work off those in the future. Additionally, be sure to
ask people if it is o.k. to contact them in the future.
