I would like to start by saying that pop up ads are highly effective.
However it depends on where they are used. If the user is looking at
particular textual content, etc. then it might be considered an intrusion.

On AudioNet, we have been using pop-up windows for almost a year now. In
our case, we have mostly streaming audio content. When the user chooses a
particular program the first thing they will hear is the advertisers
commercial. As the commercial plays a pop-up window takes the user to the
advertisers homepage. Then after they hear the commercial, the selected
program plays in the background.

These ads are highly effective and our users readily accept them. Since
AudioNet doesn't have much in the way of textual content the users don't
think of these pop-up ads as an intrusion.
