I'm sure you'll get a lot of offers to host your newsletter,
but that's not our business. We publish an investment newsletter,
that now has 5,000 subscribers and we long ago gave up doing
it manually, or in house. We use a firm called Internet Tools
in Houston, TX and they have done a great job for us. (No
we are not connected with them in any way, other than as a very
satisfied customer).

Mark McCreary, the owner, has been very helpful, offered useful
suggestions, and been extremely responsive when minor glitches
arose. My suggestion would be to e-mail him at:
