Scott,

The law in Canada does require you to require the winners that you have
selected to successfully completing a skill testing question within a
limited time period in order to receive a prize. The idea, I believe, is
that you cannot simply give something away but that a 'winner' has to
somehow 'earn' it.

This is something that you should review with a lawyer (there are, actually,
lawyers who do nothing but develop contests). In particular be careful how
you word the skill testing question. For example

1) Add 2 and 3
2) Subtract 4
3) Multiply by 7
etc ...

The finally draft should leave no interpretation as to how the numbers are
to be added, subtracted, or whatever.

Also be sure to include the wording "successfully complete a skill testing
question". Apparently a contest was challenged because it only indicated
that a contestant needed to "complete" (successfully or unsuccessfully) a
skill testing question in order to receive the prize.
