As a Canadian I can say it's intensely annoying to be locked out of contests on
sites that are otherwise applicable to the entire North American audience!

IANAL but generally you can stage give-aways here providing that: (1) it is
possible to enter without making a purchase, and (2) there is some test of
skill involved. Generally, that means the classic "time-limited skill-testing
arithmetic question".

Things get much more complicated in Quebec (just ask anyone who does direct
mail there :-) because they have a Lottery Commission that requires a fee to be
paid, etc; I don't know if that applies if you have no business presence in
that jurisdiction. Contest rules usually state that (i) "the required fees have
been paid ... if you have any complaints ... " WRT the lottery commission; or
else (ii) the contest is not open to residents of Quebec.

A couple of hours with a good Canadian lawyer would make a good one-time
investment.
