Just to clear up some misinformation, the NetGravity announcement was for
the presentation to the IATC of a *proposed* standard. The announcement
repeatedly used the word "proposed" when discussing the document, including
in the subheading, so I'm not sure where the confusion is coming from.

There was no announcement by anyone, including NetGravity, declaring that
the proposal has been adopted by the entire industry.

That is certainly true. That is why NetGravity presented the proposal to
the IATC, and will next present it to the IAB. This plan of action was
clearly discussed in the announcement.
